Tonkin Highway Extension – Award in late 2024 – Shortlisted Alliances Confirmed
The preferred Contractors who have been shortlisted for the Tonkin Highway Extension project are now invited to submit a Request for Proposal (RFP) for the first stage of the extension from Thomas Road to Mundijong Road, along with the duplication of Thomas Road from Kargotich Road to South Western Highway.
The shortlisted companies include the following:
- Tonkin Extend Alliance (consisting of Laing O’Rourke, Garli, WSP, and Arcadis)
- Tonkin Extension Alliance (consisting of Georgiou, BMD, Civcon, GHD, and BG&E)
It is expected that an Alliance Contract will be awarded by late 2024.
Additionally, an Expression of Interest has been issued for the second stage of the project, which entails extending Tonkin Highway from Mundijong Road to South Western Highway.
Both stages of the project will be undertaken simultaneously.
Scope:
After two years of development work, the Tonkin Highway Extension project now includes the following listed below from north to south:
- A 14 km extension of Tonkin Highway from Thomas Road to South Western Highway, designed as a four-lane dual carriageway.
- A Principal Shared Path (PSP) running along the eastern side of the Tonkin Highway extension, spanning the entire 14 km length, with connections to Thomas Road, Orton Road, Bishop Road, Mundijong Road, and South Western Highway.
- Five underpasses situated at grade separation locations, including Thomas Road and Bishop Road
- A footbridge overpass at Orton Road
- Minor road connections at Copper Road and Adamson Street.
- A grade-separated interchange at Bishop Road.
- Roundabouts positioned on Tonkin Highway at Orton Road, Mundijong Road, and South Western Highway.
- Underpasses located at Abernethy Road (for road, pedestrian, cyclist, and equine use), Gossage Road (for equine use only), and Shanley Road (for road, pedestrian, cyclist, and equine use).
- Roundabouts at Hopkinson Road/Abernethy Road and Shanley Road/Jarrahdale Road/South Western Highway.
- Bridges constructed over rail at Bishop Road (as part of the interchange) and Wright Road.
Furthermore, funding has been allocated for the Thomas Road Upgrade project, which includes:
- The duplication of Thomas Road from Kargotich Road to South Western Highway.
- The construction of the Thomas Road/Tonkin Highway interchange.
Additionally, funding has been allocated for the Thomas Road Safety Improvements project, which includes enhancements such as the Thomas Road and Kargotich Road roundabout.
Environment:
The Tonkin Highway Extension project has secured state environmental approvals under the Environmental Protection Act.
As per Section 95A(3) of the EPBC Act, the Referral document and Preliminary Documentation for the proposed action were open for public comment from June 18, 2021, to July 2, 2021. During this period, no public submissions were received on the Preliminary Documentation.
Following Section 95B(4) of the EPBC Act, a written statement indicating the absence of comments received, along with the EPBC referral document and the Preliminary Documentation, were made available to the public for information for 10 business days starting from July 23, 2021. No submissions were received during this second stage of advertising.
On 17 August 2021, DAWE provided conditional environmental approval for the proposal. Copies of the referral and Preliminary Documentation are available below.
